Top cop who took on Gurgaon toll plaza transferred

Police officer Bharti Arora, whose initiative led to the Delhi-Gurgaon Expressway becoming toll free for a fortnight, was transferred ahead of a crucial hearing in the case on Thursday, an official said today.

Ms Bharti Arora, the Deputy Commissioner of Police heading the traffic wing took on the toll plaza contractor for not managing traffic on the 32-lane expressway, forcing the judiciary to order a temporary halt in toll collection.

The case will be heard on Thursday in the Punjab and Haryana High Court.

While the Haryana government termed the transfer of the 1998 batch IPS officer a routine exercise - as 15 others too had been shunted out - Ms Bharti Arora did not give up charge today.

She had put up a foolproof case against the Expressway concessionaire, Delhi-Gurgaon Super Connectivity Ltd (DGSCL), backed with evidence which eventually led the court to put a stay on toll collection for 15 days.

It was a team set up by her which ensured smooth ride on the expressway for the said fortnight, a miracle for residents in the National Capital Region (NCR) for whom long queues at the Sirhol toll plaza had become a daily affair.

According to police sources, Ms Bharti Arora had put together a proposal highlighting how resumption of toll collection would bring back chaos at the toll plaza.

Her department had also compiled videos, photographs and other evidence highlighting smooth traffic flow in the absence of toll collection.

The department planned to submit the same to the court at the hearing on Thursday.

"The transfer is a huge shock for all of us. We had conducted systematic investigation and got enough evidence to prove that it is just because of toll collection that there is chaos at plaza," said an official of traffic police who did not wish to be named.

"We also had visual evidence. If they were to be produced in court, the toll would have been permanently revoked," the source added.

"For years, traffic police were blamed for chaos but it was Bharti Arora who highlighted the real cause and even brought to fore the miscalculated loss by the expressway company," said another official.

In recent meetings between the local administration, the contractor and the National Highway Authority of India, it was Ms Bharti Arora who refused to let a 'cosmetic decongestion plan' get a go ahead.

Gurgaon's residents are up in arms against the officer's transfer. Many have lauded her work on Facebook.

Several Resident Welfare Associations have demanded that her transfer be cancelled.

Making people respect traffic rules big challenge: Bharti Arora

“We have been repeatedly asking the NHAI and DGSCL to install more toll gates, introduce staggered lane system, mobile ticketing and find engineering solutions to traffic going towards Ambience Mall from Udyog Vihar side. We constantly emphasized on opening of Udyog Vihar link road which would take 20-40 % burden off the main carriageway. Now, I am happy that the private concessionaire has agreed to most of our suggestions. You will see a lot of improvement in the coming months. Road infrastructure like foot overbridges, underpasses and flyovers are not only vital to smoothen traffic movement, but also to save many lives which are lost in accidents. Construction of the remaining FOBs on the stretch between Rajiv Chowk and Kherki Dhaula will reduce pedestrian casualties. HUDA has in principle agreed to build underpasses at Rajiv Chowk, IFFCO Chowk and South City.”

On slip roads and connectivity

Bharti Arora - “To make people respect traffic rules. It is a continuous process that needs awareness programmes, besides issuing challans. Another issue is the problem of traffic congestion on the Delhi-Gurgaon expressway. Traffic jams extending to several kilometers were happening on a daily basis. We kept writing letters to various agencies – HUDA, MCG, NHAI and DGSCL, among others – to improve the situation. There was no response for many months, but things started improving after Praveen Kumar took over as HUDA administrator . Removal of roundabouts, construction of slip roads, and expansion of service lanes at major intersections opened many bottlenecks. There is a shortage of manpower in our department and it needs at least four times more staff. Recruitment is under way now in Haryana police, so let’s hope for the best.”

On experience in Gurgaon

Bharti Arora - “My two years in Gurgaon have been quite enriching. The residents appreciated the efforts taken to improve the traffic situation. Our Facebook page played a bridge between the department and the people, who told us about their problems as well as gave us suggestions . When I started, the road infrastructure in Gurgaon was in a mess due to which traffic snarls were an everyday affair. Drunk driving was a big menace resulting in several deaths. Traffic challan figures were below one lakh. That figure doubled within a year and crossed 3 lakh in the second year. While I succeeded in improving some of the things, I wanted to do a lot more.”

Two permanent bottlenecks

Bharti Arora - “The incumbent DCP will need to take the issues being raised by our department to their logical conclusion. The new DCP should take up the issue of Hero Honda Chowk and Kherki Dhaula toll plaza. These two spots on the e-way are major bottlenecks. Road safety officers (citizen volunteers), who have been doing a good job, should be further utilized.”

Haryana IPS officer Bharti Arora was among the 100 women achievers, who were felicitated by President Pranab Mukherjee at Rashtrapati Bhavan on Friday.

Bharti Arora, a 1998 batch IPS officer was awarded for her community mobilisation efforts. She introduced several community policing programmes, welfare programmes for jail inmates in Ambala and Bhondsi prisons and campaigns for prevention of sexual abuse of girls at Rewari and Faridabad.

She was also credited for community policing the rail warden scheme. As joint commissioner of Gurgaon police, Bharti Arora launched a campaign ‘Let’s Take About Road Safety’ for reducing road fatalities and introduced several initiatives like ‘Traffic Tau’ to spread awareness, ‘Respect the road’ campaign to stop drunken driving and Raahgiri- car free day.

The President also hosted a lunch for the 100 women achievers at Rashtrapati Bhavan.

The women achievers were selected by the Union Ministry of Women and Child Development in collaboration with Facebook, through a nationwide contest and public nomination.

Haryana's whistleblower and lady IPS officer Bharti Arora, who shot into prominence in October 2015 after she had levelled serious allegations against the then Gurgaon Police Commissioner Navdeep, will now supervise and monitor the functioning of the teams constituted in all districts of the State to effectively check slaughter and smuggling of cows.

The proposal to this effect has been cleared by Chief Minister Manohar Lal who is much worried about cow smuggling than the growing menace of drug addiction in the state.

A six year old controversy had cost dear to Bharti Arora during last year when Haryana government had transferred her as a principal of a government sports school in Rai near Sonipat last year. This was the first time when an IPS officer was posted as a principal in a school.

Bharti Arora had hogged limelight in October 2015 when she had levelled serious allegations of harassment, mental torture and interference in a high profile rape case against Gurgaon Police Commissioner, Navdeep Virk.

She was transferred as Gurgaon Joint Police Commissioner on October 12 and posted as Deputy Inspector General of Police, Welfare and Training at Police Headquarters, Panchkula.

Sources said a controversy had kicked off between the lady cop and the then Ambala Cantonment MLA Anil Vij (now Health Minister). Anil Vij had led a protest against the then Congress government in 2009 and had blocked the road. Bharti Arora who was posted as Superintendent of Police had acted against him and had ordered his arrest. Anil Vij was later granted bail in the case.

When contacted, Anil Vij termed the controversy a thing of the past and praised Bharti Arora for being a disciplined officer.

Earlier in November 2015 another woman IPS officer Sangeeta Kalia was shunted out out of Fatehabad after a verbal spat with Anil Vij.

Haryana-cadre IPS officer Bharti Arora has joined a select band of 100 women achievers selected by the Ministry of Women and Child Development in collaboration with Facebook.

The awardees were hosted by President Pranab Mukherjee at Rashtrapati Bhawan, New Delhi, on Friday. Bharti Arora, an officer of 1998 batch and the only IPS officer to be selected for the award, was selected in the category “community mobilisation” for her work in community policing.

Cop on the cattle beat: IPS officer Bharti Arora protects Haryana cows

Alongside the biryani, the unprecedented police action has catapulted the state’s unique Cow Protection Police Task Force headed by a deputy inspector general-rank officer to the centre stage. The one-of-its-kind team is tasked with enforcing a ban on cow slaughter and smuggling.

Fearful of more trouble and a continuing police crackdown, biryani sellers are blaming the DIG. “Ek lady police officer ne sakhti kar rakhi hai (a lady police officer has imposed strictness),” they say.

But the 1998-IPS officer, Bharti Arora, is unflustered. “Cow is a significant issue as it is related to the sentiments of a large section of the population. Issues related to cow often lead to violence and create law and order problem, necessitating police intervention,” she says, defending her job as a ‘cow protector’.

Ironically, last week’s raids on the biryani stalls were not ordered by her, but by the state Gau Seva Aayog (Cow Service Commission). Officials say the commission ordered the district police to check for beef in the biryani sold in Mewat.

Besides being the chief cow protector, Bharti Arora holds two other responsibilities: She is the DIG for police welfare and training, and the principal of Motilal Nehru School of Sports at Rai in Sonepat.

But it is her role as cow protector and her cow protection force that are the subject of endless curiosity.

Bharti Arora, however, has taken the task in her stride and claims she is more than happy doing it. A disciple of Radha-Krishna, she turns sentimental when it comes to the subject of cows.

“Smuggling of cattle or cows is a crime of the highest order. We have found that those involved in these activities are hardcore criminals with several police cases against them. Money from cattle smuggling is also used for anti-social and anti-national activities,” she points out.

Her cow protection force is taking shape right now. Each district will have a dedicated team comprising an inspector, sub-inspector and assistant sub-inspector, two head constables and 12 constables to enforce the Haryana Gauvansh Sanrakshan and Gausamvardhan Act 2015. The act bans cow slaughter, making it punishable with 10 years in jail and a fine of up to Rs 1 lakh.

Right now, she functions from an office allotted in the administrative block of the police complex at Bhondsi, 15kms from Gurgaon, and coordinates with district police superintendents over the phone.

“I hold meetings with district superintendents of police and make them aware about importance of the issue,” she says.

Arora is required to keep a tab on slaughter houses, check sources of smuggling of beef and bovine animals, and prepare a database of those involved in cow slaughter and beef smuggling. As one of her aides puts it, protecting cows is no child’s play in politically-charged Haryana.

Seven Gurugram cops to receive police medals, nine awarded by minister on Republic Day

Seven officers of Gurugram police were recognised for their meritorioubharts service on the occasion of Republic Day and will soon receive the Indian Police Medal (IPM) from the Haryana governor. Also, a total of nine police personnel were awarded commendation certificates and prizes for their service by education minister Ram Bilas Sharma at a district-level function marking Republic Day at Tau Devi Lal Stadium in Gurugram on Friday.

After Kiran Bedi, the number on women IPS increased in such great speed that it became impossible to count them on fingers. This is a very good symbol, as it prove that there is no discrimination made with any of the candidates based on gender. The saying that everyone is equal under the eye of law is not just on papers but also in real practice. Let me introduce you to another woman IPS of our nation Bharti Arora of 1998 batch. She belongs from Haryana Cadre.

Recently this lady officer were on Hot Lines of media as had made an allegation against her senior, boss, Commissioner of Police Navdeep Singh Virk. The allegation which she made is of harassment and mental torture and fallaciously interfering in the enquiry into a high-profile rape case. As Bharti is from 1998 batch and Navdeep Singh Virk is an officer from 1994 batch but one thing is common in them is that both of them belong to Haryana Cadre. However, Navdeep Singh Virk is denying all the allegations put against him.

Bharti told to media that she has written letter to Haryana DGP Yashpal Singhal and she is demanding for higher level investigation including the CBI into the fallacious interference of Virk in the alleged rape case.

Talking about the rape case, Bharti Arora said that the complainant has earlier also made such charges of rape and harassment against the two man. During the probe, it was found that the alleged rape accused Ajay Bhardwaj who is the son of a senior IAS officer and his family was intentionally culpably involved in this rape case.

Bharti Arora even said that when she initiated the investigation and as the fact of the case started to get uncover she eventually came to know that the Commissioner of Police Virk has wrongfully involved the entire family of the accused. Then she objected and tried to stop him. The Officer Virk started torturing her mentally, he even periled her and asked her to leave the case otherwise she will have to bear the consequences.

Earlier to that she had also written a letter to DGP Singhal complaining against the Commissioner of Police on asking his involvement in the case. She also wrote that Virk is likely to cause danger to her career.

On the other hand, Virk too wrote a report to the DGP blaming the Bharti Arora is getting prejudiced on saving the rape accused as the sister of the accused is her friend.

The court in his judgement charged Ajay Bharadwaj, an MNC executive and the son of Gurgaon’s former IAS deputy Commissioner R.P. Bharadwaj with the offence of rape u/s 375 and punished him accordingly u/s 376 and his family members for criminal intimidation u/s 506 of Indian Penal code.

The complainant was Bharadwaj’s former live-in partner. She is the resident of Ardee City Gurgaon, she also had a child with the accused. Mr Bharadwaj was arrested from his office in Noida on August 1, 2014, by the Gurgaon police. The disceptation started in last year July when Arora was told to investigate the case. At that time, Virk was not posted as Gurgaon police chief.

Bharti said that she carried out the investigation and on research she found that the offences mentioned in the FIR could not be made out, but Virk wanted to charge the accused.

Responding to her allegations, Virk said that Bharti is levelling such wrong charges to hide her own illegal activity, as a report for taking the wrong action against her has been sending to DGP of Haryana.

He also said that it feels sad that his colleague had to agree false statements in the media in matters which are official and under the consideration of the Police Headquarters, so that she can hide her own misconduct.

Virk talking about the case said that the rape victim has been provided security on the orders of Supreme court and also she had made many complaints against the misdemean of DCP Bharti Arora.

Whose allegation is right and whose is false is yet to be decided by the authorities of Police. But this allegation had put a black spot, on the whole, police department.

HC Gives Clean Chit to Retired IAS Officer Kin in 2014 Rape Case

Court says filing of supplementary challan against former IAS officer RP Bhardwaj and his family members by Gurgaon police was ‘nothing but an abuse of the process of law’

Ordering the quashing of criminal proceedings against a former Haryana IAS officer RP Bhardwaj and his family members, the Punjab and Haryana high court has held that the filing of supplementary challan against them by the Gurgaon police was “nothing but an abuse of the process of law”.

The case had gained prominence in 2015 when an inquiry by then Gurgaon joint commissioner of police IPS Officer Bharti Arora revealed botched-up investigations.

Bharti Arora was shifted out after she accused the then commissioner of police Navdeep Virk of interfering in the probe.

Justice HS Madaan of the HC in its September 27 order said that subsequent action of the police in conducting further investigation without any direction or permission from the court and then filing supplementary challan does not make any sense. There was nothing on record to show that the investigating agency later came across substantial evidence against them, the court said.

The case

The matter pertained to the registration of a July 2014 first information report (FIR) against Ajay Bhardwaj, son of retired IAS officer RP Bhardwaj under Sections 376 (rape) and 506 (criminal intimidation) at Gurgaon. Later, the police also named RP Bhardwaj, his wife, daughters and two other sons in the supplementary challan as accused.

The complainant had alleged that Ajay developed physical relations with her stating he was a divorcee and intended to marry her. She also alleged that Ajay and his parents had cheated her. The case was investigated by the police and only Ajay was challaned initially.

Family members named as accused by police

During the course of trial against Ajay Bhardwaj, an application under section 319 of Code of Criminal Procedure (CrPC) for summoning of his family members as additional accused was moved by the complainant. It was, however, dismissed by the trial court on March 3, 2015.

The trial court observed that the allegations levelled by the complainant against them were very vague and the police after due investigation did not find their involvement. However, the Gurugram police filed a supplementary challan under Section 173 (8) of CrPC against them without the permission of the court.

Allegations against family hollow: Court

The HC in its order said the main thrust of allegations was against Ajay Bhardwaj, who has since been booked and is facing trial. The parents and family members of Ajay have no direct concern with the complainant. “The observations made by the trial court while dismissing application to summon petitioners as additional accused, points out towards hollowness of the allegations,’’ the HC said.
